Users connecting with SASL Authentication will bypass #Lobby

We have good news!  Users who connect, using SASL Authentication will now be exempt from being autojoined into #Lobby.

The Lobby is essentially a channel for unregistered (and unidentified) users.  Discussion in the Lobby can only be seen by @Ops, allowing Staffers to assist users with questions or concerns.

To conclude, there are now two ways to avoid being autojoined into the lobby:

1. Users can connect and use SASL Authentication
2. Users can type !nojoin in #Lobby and ChanServ will ban them (which will prevent them from being autojoined)
